Dear Mayor Salomon of Freiburg, Germany
Regarding the "comfort women" statue proposed by Suwon-city, the South Korea, I'm informing you of the below. Hope you'll fully consider this matter.

It is reported Freiburg will erect the "comfort women" statue in the city-owned land. http://www.koreatimes.co.kr/www/news/nation/2016/09/116_213474.html
The Committee in Korea for the Promotion of this activity disclosed the manifesto.
It says;
- "The statue symbolizes the national solidarity of Korea to prosecute Japan for war crimes."
- "The meaning of the statue in Freiburg is to extend the solidarity for this prosecution to the world."
The above is disclosed publicly in the Internet - http://news.joins.com/article/20565824 . People in the world can understand the intention of the Committee. Freiburg cannot make an excuse like "We've not been aware of that intention".
When Freiburg accepts the statue or any sort of monument in answer to the Suwon's proposal, people in the world especially Koreans would understand Freiburg comes together for prosecuting Japan. And Koreans would exploit Freiburg for advertising their prosecution internationally.
Hope Freiburg understand the issue is international diplomatic/political one. What Freiburg is doing is an ultravires act as one municipality.

In order not to misunderstand this my assertion as propaganda, here explains the rationality of this.
1. The Committee's prosecution came from Koreans' assertion the "comfort women" issue was unprecedented brutal crime systematically committed by Japan as its national policy. - https://www.womenandwar.net/contents/general/general.nx?page_str_menu=2101
It is engraved on the same type of statue in Los Angeles that "In memory of more than 200,000 Asian and Dutch women who were removed from their homes .... to be coerced into sexual slavery by the Imperial Armed Forces of Japan ...."
2. Japan denies the Committee's prosecution because no one ever found the objective/verifiable basis. - http://goo.gl/Y53Cn4
3. Japan insists "comfort women" was one of legal jobs at that time - https://youtu.be/5KRZ2DkwvJM . Only about there rarely existed tragedy by lawless soldiers, Japan acknowledged that and apologized with full respect for victims of those.
4. As seen above, regarding the determination-of-facts, both countries are still in diplomatic/political dispute.
